The PA Law Enforcement Liaisons (LEL) are a vital link between the PA State Highway Safety Office and law enforcement agencies across Pennsylvania. Each LEL is assigned to a specific region of the Commonwealth to help promote and enhance state and national highway safety programs, initiatives and campaigns. They serve many roles and functions including including planning, organizing, networking, promoting, recruiting, implementing, reporting, and evaluating law enforcement’s role in traffic safety projects, activities and achievements.
The LELs coordinate with the Highway Safety Office to provide administrative and technical support for state and local law enforcement participation in grant-funded enforcement operations in alignment with National Law Enforcement Liaison Program standards and best practices.

Pedestrian Enforcement Wave 1: October 13 – 17, 2025
The 5-day Pedestrian Enforcement Wave leads into the National School Bus Safety Week scheduled October 20 – 24, 2025. Enforcement can focus on drivers, pedestrians, or both.
The focus of this campaign is Pedestrian Safety and School Bus Safety.
- Operation Safe Stop – October 22nd
- Focus on illegal passing of school buses.
Participating agencies should use local data and site surveys to determine appropriate pedestrian enforcement activity and location.
UPCOMING ENFORCEMENT CAMPAIGN(S)
Aggressive Driving Wave 1: October 20 – November 9, 2025
This 3-week enforcement campaign is designed to reduce the number of Aggressive Driving (AD) related crashes, injuries and deaths on roadways throughout Pennsylvania.
The focus for this enforcement campaign will be Move Over Law, School Bus, Speeding and Following Too Closely (tailgating).
- Coordinated Enforcement with PA State Police – October 29th
Participating Agencies should consider using Traffic Enforcement Zones, Roving Patrols, Speed Enforcement Details, observation officer(s) on school buses, and coordinated multi-agency activities to target aggressive driving violations and behavior.
PAST ENFORCEMENT CAMPAIGN(S)
“Click It or Ticket” Child Passenger Safety Mobilization: September 14 – 27, 2025
The goal of the CPS Enforcement Mobilization is to prevent injury and death to children involved in crashes through the use of age-and size-appropriate restraints.
The focus of this 2-week mobilization will be Pennsylvania’s Occupant Protection Laws pertaining to proper use of age-and size-appropriate child passenger restraints.
- National Child Passenger Safety Week – September 11-27, 2025
- National Seat Check Saturday, September 27, 2025
This mobilization is targeting a primary occupant protection violation and does not require a primary violation to initiate a traffic stop. Participating agencies should consider using Traffic Enforcement Zones with an observational officer to detect violations.
