The District 3-0 Community Traffic Safety Project (CTSP) is a federally funded grant program through the PA Department of Transportation with the County of Northumberland and the Highway Safety Network. The project goal is to raise public awareness about highway safety issues in the PennDOT District 3-0 counties of Bradford, Columbia, Lycoming, Montour, Northumberland, Snyder, Sullivan, Tioga, and Union through education, targeted enforcement campaigns and judicial support.

Some of the educational programs that are available include programs in the areas of Pedestrian Safety, Bicycle Safety, Mature Driving, Aggressive Driving, Distracted Driving, Winter Driving, Impaired Driving, and Teen Driving Safety. The District 3 CTSP Coordinator can create programs specific to the needs of the organization/population that they serving.

A community driven approach to reducing injuries and fatalities related to crashes is utilized in this program through work with Schools, Senior Centers, Radio Stations, Head Start Programs, police departments and many other community organizations.
