2024 New Crash Data Standard

The changes will not go into effect until November of 2023 at the earliest. The changes include collecting motor vehicle data and non-motorist data separately.

–   Unit Types for Pedestrian, Pedestrian Conveyance, and non-motorized (i.e., bicycles and horse and buggy) will be replaced with “Non-Motorist.”
–   Driver license, vehicle registration and other motor vehicle related fields will not be collected for non-motorists.
–   The pedestrian and bicycle page data will be collected as “non-motorist” data.
–   Movement and Position will have an entire new set of data values that are relevant to non-motorists.
o   Motor Vehicles generally do not cross the road from sidewalk to sidewalk.
o   Bike lane information will be collected.
o   Non-motorists are typically not traffic units in the general sense.
–   Non-Motorists will have their own Non-Motorist Actions (Pedestrian Action will be part of these)
o   Prime Factor will now have Non-Motorist Actions that can be selected.
–   Non-Motorists will no longer have harmful events.
o   Their harmful events will be captured as the harmful event of the striking motor vehicle.
–   Pedestrian Conveyance types will be selectable.
o   i.e., wheelchair, mobility scooter, skateboard, eScooter, one-wheel scooter, etc.
o   Pedestrian, bicycle, other-pedalcycle, horse and buggy and horse and rider will also be selectable as a “Non-Motorist Type.”

The primary objective when investigating crashes is to obtain information that can be used to develop crash prevention and crash reduction programs.  The online Crash Reporting System (CRS) is designed to do just that: to assist PennDOT with the collection, timeliness, and accuracy of data. The Highway Safety Network (HSN) was awarded the “Traffic Records Program Administrators” (TRPA) project grant by PennDOT to plan, coordinate and implement all CRS law enforcement activities.

The project provides funding for Traffic Records Program Administrators known as (TRPAs), strategically placed throughout the Commonwealth. The regional TRPAs provide trainings, 24/7 technical support to ensure timeliness and accuracy of crash data electronically submitted to PennDOT by Law Enforcement Agencies (LEA’s).  Additionally, PennDOT has provided funding for the e-filing of citations and crash reports through TraCS software known as the “PA TraCS to Locals” (PA TTL) project. Trainings and 24/7 technical support are also provided by the TRPAs.
